Joan Kelly Horn presently works part time for the Saint Louis County Department of Human Services. Services provided include tax and legal services for low income seniors, and limited programs for veterans and youth.

Ms. Horn served as Executive Director of the St. Louis Community Development Administration from June 1999 until a change of city administrations in April 2001. CDA applies for and administers Community Development Block Grant and other federal dollars that come to the City from the Department of Housing and Urban Development.

Ms. Horn is a former Congresswoman, having served in the United States House of Representatives. She was elected to represent Missouri's 2nd Congressional District in 1990. She served in the 102nd Congress of 1991-93. As a Member of Congress, she served on the Science and Technology Committee, the Transportation Committee, the Board of the Office of Technology Assessment and on the Select Committee on Children and Youth.

After serving in Congress, Horn spent three years in the Clinton Administration, as Chair of a Pentagon Task Force on Defense Conversion and as Special Assistant to the Under Secretary for Technology at the Department of Commerce. Returning to St. Louis, Horn served as president of a youth violence prevention initiative from 1997 to 1999.

Prior to her election, Horn was president of a research and planning firm, working with many local governmental agencies, non-profit institutions and other organizations on a wide variety of public issues. She has worked for housing, community and economic development authorities, and has served as adjunct faculty at the University of Missouri-St. Louis, teaching classes in public administration and urban politics. Horn founded and taught in Montessori pre-schools, one in St. Joseph, MO and one in St. Louis.

Horn holds bachelors' and masters' degrees in political science from the University of Missouri-St. Louis, has published articles on various public policy issues, held offices in local and national organizations, and been recognized for community service and advocacy. She served as president of the board of the St. Louis City Court Appointed Special Advocates (CASA) and as president of the board of the St. Louis Office for Developmental Disabilities.
